If you are having a problem paying your federal and state income taxes, consider these frightening statistics for the years 2009 through 2014:

  • The top 1% of earners pay 40% of all federal income taxes.
  • The top 10% of earners pay 73% of all federal income taxes.
  • The top 53% of earners pays 100% of all federal income taxes.
  • The bottom 47% of earners pay no federal income taxes.

If Congress raises taxes to the point that the bottom 51% of earners pay no federal income taxes, the no tax payer voting block will have the power to increase taxes without limit on the 49% who do pay taxes. The result will mean disaster for the country.

While the numbers differ from state to state, the same risk exists in those states that have a heavily progressive income tax such as California.

There is no nation on this earth that has higher corporate taxes than the United States.

Q. I recently had a conversation with an IRS Agent about my last tax bill that I was unable to pay. She was unprofessional, very aggressive, and used very method possible to intimidate me into finding the money somewhere. This person should not be working for the IRS. Is there a way to encourage the IRS to terminate her employment?
   
A. IRS employees are required to be members of the National Treasury Employees Union (NTEU) which represents more than 170,000 federal employees. Union rules make it nearly impossible to discharge an employee. Typically, the process required to terminate an IRS employee takes nearly 2 years and costs the taxpayers thousands of dollars. You can report the employee’s conduct to her supervisor, but you should not expect anything to result from it.

The National Treasury Employee Union is very powerful. Union dues are mandatory with 96% of all political contributions being used to elect Democrats.
   
Q. To whom does the IRS report?
   
A. The Commissioner of Internal Revenue (or IRS Commission) is head of the IRS and is appointed by the President of the United States. The Commissioner reports to the Secretary of the Treasury, who reports to the President of the United States. The Commissioner also provides direct advice to the President.
   
Q. Does the IRS presume a taxpayer is innocent when attempting to collect taxes?
   
A. No. The IRS does not need a court judgment before seizing a taxpayer’s assets such as bank accounts, stocks, and bonds. They simply seize the property of the taxpayer who must then attempt to challenge the action of the government.
   
Q. Who can the IRS contact about the fact that I owe taxes?
   
A. A standard IRS notice that is sent to citizens for the purpose of intimidating them reads as follows:

  We are attempting to collect unpaid taxes from you. Generally, our practice is to deal directly with a taxpayer or a taxpayer’s duly authorized representative. However, we sometimes talk with other persons when we need information that the taxpayer has been unable to provide, or to verify information we have received. This notice is provided to tell you that we may contact other persons, such as a neighbor, bank, employer or employees, and will generally need to tell them limited information, such as your name. The law prohibits us from disclosing any more information than is necessary to obtain or verify the information we are seeking. Our need to contact other persons may continue as long as there is activity on this matter. If we contact other persons, you have the right to request a list of those contacted.
